Eastern Mediterranean University in North Cyprus, Dr. Güven was the
Founding Rector (President) of University of Bahcesehir in Istanbul
(Turkey), 1998-2003. Bahcesehir University is a private foundation
university, established in 1998, which quickly distinguished itself in
Turkey as a progressive, competitive, dynamic university, and became the
recipient of a UNESCO Chair in Leadership and Public Administration
(second of its kind in the World).
Dr. Güven started his academic
career at San Diego State University (SDSU) in 1984, where he taught
mechanical engineering, and conducted research on applied energy topics.
He rapidly distinguished himself as a strong link with local industry, and
in cooperative projects with international institutions in Mexico, Central
Asia and Eurasia. He was promoted to Associate Professor with tenure in
1988, and became a Full Professor in 1994. He founded SDSU's
Energy
Engineering Institute, and served as the director of the
university-affiliated and U.S. Department of Energy (USDOE) funded
Industrial Assessment and Energy Analysis and Diagnostic Centers
(IAC/EADC), which conduced energy audits and industrial assessments for
small-to-medium size manufacturers. Dr. Güven’s applied energy research
projects and industry-oriented hands-on teaching style won Dr. Guven
numerous recognitions and regional / national awards, including the
Association of Energy Engineers' (AEE) International Professional
Development Award (1987), TRW's Excellence in Teaching Award (1990),
Society of Automotive Engineers' (SAE) Teetor Educator Award (1992), and
San Diego Engineering Societies' (SDES) Distinguished Engineering Educator
Award (1993).
From1995 to December 1997, Dr.
Güven worked as the Director of International Development for SDSU. In
this position, he was responsible for project development efforts in
Central Asia, Mediterranean, Middle Eastern and Eastern European
countries. SDSU maintained an office for Dr. Güven in the Mediterranean
(on the Eastern Mediterranean University campus in North Cyprus) from
1995-1997. Dr. Guven is listed in the International Who's Who of
Professionals (1996).
He was born and raised in
Cyprus. Attended college in Turkey and graduated from Bogazici University
in Istanbul in 1978. Received graduate degrees (M.S. from Mississippi
State University and Ph.D. from University of Houston) in the United
States as Fulbright scholar, 1979-1983.

I.1. President of University of Bahçesehir

1. Concept Planning & Organization
· Set up a new university in Istanbul, Turkey;
· Planned and executed the foundation plan for the
new university;
· Developed and organised the curriculum for the
new university;
· Had the curriculum and the foundation plan
approved by the Higher Educational Council (YÖK)
in Turkey;
· Prepared a statement of mission reflecting my
vision of the educational philosophy, and had it
approved by the Board of Trustees;
· Set up an operation plan for the establishment
of various departments, the hiring of the Deans,
faculty, the recruitment of students, and the
intellectual infrastructure of the university;
· Set up a advisory board made up of distinguished
educators and prominent personalities;
· Planned and organised a public relations
campaign.2.
Developed a Special Vision for a Five-Year Plan
for the University
The new university is set up to:
· Make a significant contribution to solving the student enrolment and
recruitment crisis in Turkish higher
educational system;
· Provide well-educated graduates to sectors in need of human
resources;
· Provide a suitable academic environment for research;
· Contribute to world peace and prosperity within the framework of
Turkey’s geopolitical location;
· Develop a conflict resolution center, world peace center, and form a
think tank.
3. Fostered a Vision for Progressive Role

II. SUMMARY OF INTERNATIONAL EXPERIENCE IN PROJECT DEVELOPMENT AND
TECHNOLOGY TRANSFER
· Set up the Office of International Development at Eastern
Mediterranean University (a joint SDSU-EMU Centre for International
Development) in Northern Cyprus.
· Developed a Comprehensive Sustainable Environmental Management
Plan for N. Cyprus.
· Organised the first live-media conference from SDSU delivered
simultaneously to Latin America, Turkey, and Northern Cyprus (Eastern
Mediterranean University).
· Contributed to the development of cooperative relationships
and projects between SDSU and Mexican institutions.
· Developed cooperative agreements with universities in Turkey,
Northern Cyprus, Turkmenistan, Kazakhstan, Uzbekistan, and Israel;
· Secured international funding for economic development projects;
· Represented SDSU and EMU in outreach programs in Turkey, Saudi
Arabia, Egypt, Israel, and Central Asia.

· Principal investigator for: National Science Foundation, U.S.DOE,
Gas Research Institute, Lawrence Berkeley Laboratories, California Institute
for Energy Efficiency, SDG&E, Southern California Edison, Clayton
Industries, Fred J. Hansen Institute for World Peace.
· Raised US$1,811.514 total funding (research grants and donations)
from industry and research centres for the Institute.
· Secured a National Science Foundation grant to build an instructional
power plant at SDSU.

III.3. Director of the Energy Engineering
Institute at San Diego State University
· Set up the Energy Engineering Institute to facilitate students’
insertion into the professional field through joint university-industry
graduation projects. At the inauguration of the Institute former Congressman
Bill Lowery said of the initiative: “This is a beacon pointing
towards the future in a symbiotic relationship between university and
industry,” January 1986;
· Graduated scores of students who benefited from the university-industry
collaboration fostered and organised by the Institute;
· Generated many spin-off projects for other faculty members
as a result of the regular involvement of industry and federal and local
officials in the Institute and its operations;
· Regularly reported on progress to industry and regularly invited
industry representatives to brief the university and other stake-holders
at SDSU.
III.4. Director of SDSU-USDOE Industrial Assessment Centre at San Diego
State University
· Secured funding from the USA Department of Energy for establishing
the SDSU Industrial Assessment Centre that is currently in its 12th
year of continuous operation and funding;

· Graduated two Ph.D. students (at Eastern Mediterranean University,
N. Cyprus).
· Graduated fifteen M.S.theses students (at San Diego State University)
